e-Mandate by RBI for Recurring Online Transactions

You might have noticed many of your online merchants deleted/declined the standing instructions for the recurring transactions setup by you for the subscription plans you have availed with them. This is because of the framework put forth by the Reserve Bank of India for recurring online transactions using cards / wallets / Unified Payments Interface.

Initially RBI had given a deadline of March 31, 2021 to complete the process of migration to the framework but due to the requests of stakeholders and to prevent any inconvenience to customers, RBI extended the timeline to September 30, 2021.

The delay was caused due to the new conditions prescribed by RBI require a massive effort by all stakeholders, including banks, card acquirers, card networks and also the merchants. Some of the banks and merchants are still working on migrating to the new platform but some already migrated.

Below is the list of merchants published by HDFC bank, already live with the Merchant Standing Instructions (e-Mandate for processing of recurring payments).

What is the new process after the e-Mandate?

As per the old process, the first transaction is completed with a OTP and the customer agrees to auto-pay subsequent transactions with no limit. There is no notification before the transaction nor any option to opt-out from the auto-pay.

As per the new process:

1. Customer approves the first transaction via OTP or any Additional Factor Authentication (AFA)
2. Register for e-Mandate with a clear validity period and the maximum amount
3. The participating bank or merchant will provide an option to view/modify/cancel the e-Mandate
4. Customer can opt-out any time by visiting the site/other means
5. Customer gets a notification 24 hours prior to the subsequent transaction (with a link to modify/cancel the transaction)
6. Subsequent transaction is auto-charged to the card without OTP/AFA for amount <=5000
7. For amount >5000, AFA is mandatory

We feel this is a bold move from RBI to prevent the increasing fraud on recurring transactions and a blessing to the customers to get protected from fraud and a transparent way to see and manage their online transactions.
